Approvals decide your start date more often than your crew does. This is how to find out who has to say yes, and how long to allow.

The problem

The approval, not the crew, sets your start date

A renovation contractor can mobilise in a week. An approval can take considerably longer, and it depends on people you do not manage. Contractors who quote a start date before knowing which authority owns the property are quoting a date they cannot hold — and it is the client who remembers that.

The first yes

Before any authority, the party that owns the building

In most Dubai apartments and many villa communities the first approval is not governmental at all: it is the owners association, the master developer or the landlord. That is the no-objection certificate people mean when they say NOC, and it usually has to exist before anything is submitted further up.

  • For an apartment: the owners association or building management.
  • For a villa in a managed community: the master developer.
  • For a tenant: the landlord’s written consent, in addition to the above.

Jurisdiction

Dubai is not one permitting authority

Which body approves the work depends on where the property is. Dubai Municipality covers much of the emirate, but several developments and free zones are governed by their own authorities, with their own portals, forms and fees. Establish this at the site visit, not after you have quoted.

  • Ask the building management or developer which authority the property falls under.
  • Expect different portals, forms and fees between them.
  • Expect a requirement that the contractor holds the right licence and registration there.

The submission

The pack is drawings, licences and a scope somebody can read

Requirements differ by authority, but the shape is consistent. What delays a submission is rarely the drawings; it is a missing licence copy, a scope written too loosely to assess, or a change the applicant did not realise needed approval at all.

  • Existing and proposed drawings, prepared by a consultant where required.
  • The owner or developer NOC.
  • Your trade licence, and any registration the authority requires.
  • A scope description that matches the drawings.
  • Fees, and a named applicant who can answer questions.

The programme

Quote a start that depends on approval, not a date

Write the approval into the programme as a step with its own owner, and make the start date conditional on it. A client who reads “on site within two weeks of approval” understands a delay when it comes. A client who read a calendar date does not.

Common questions

Do I need a permit to renovate an apartment in Dubai?

It depends on what you are changing and which authority governs the building. Cosmetic work is often treated differently from anything touching walls, waterproofing or services. Ask the building management which authority applies, then confirm with that authority.

What is an NOC, exactly?

A no-objection certificate: written consent from the party with an interest in the property — the owners association, the master developer or the landlord — saying they do not object to the work. It is usually needed before any submission further up.

How long do approvals take?

It varies by authority, by the scale of the change, and by how complete your submission is. That variability is the argument for a conditional start date rather than a calendar one.

Can the client obtain the NOC themselves?

Often yes, and on a tenanted property it may have to come through the owner. Decide who is doing it at quotation stage and write it into the scope, because “I thought you were doing that” costs weeks.

Should permit fees be in my quote?

Either way is fine as long as it is explicit. Price them and say what is covered, or exclude them and say so in the exclusions list. What causes disputes is neither.
